Protecting Carriage Horses
Horse-drawn carriages may be a longstanding tradition, but tradition alone should not determine whether a practice continues.
The NSPCA has concerns about the use of horses in busy urban environments, where traffic, congestion, noise and other pressures can create welfare and public safety risks. We believe the legislation governing carriage horse operations requires reform to ensure animal welfare remains the primary consideration in any future decisions affecting the industry.
While stronger welfare protections and oversight are needed in the short term, the NSPCA ultimately supports the phased removal of horse-drawn carriage operations from busy towns and cities, recognising that modern urban environments are increasingly incompatible with the welfare needs of horses.
Why This Matters
Horses are sentient animals with complex physical, behavioural and social needs.
Modern cities present challenges that were never envisaged when carriage horse operations were first introduced. Busy roads, heavy traffic, noise, air pollution and increasing urban pressures can all impact horse welfare and public safety.
The NSPCA believes animals should not be required to work in environments that may compromise their welfare and that stronger protections are needed while carriage horse operations continue.

What We Are Calling For
The NSPCA believes animal welfare must be at the centre of decisions regarding horse-drawn carriage operations in Ireland.
We are calling for:
Modernisation of the outdated legislation governing carriage horse operations.
Stronger welfare protections and oversight for horses currently used in carriage services.
Improved licensing, inspection and enforcement mechanisms.
Greater transparency and accountability within the industry.
A planned and responsible transition away from horse-drawn carriage operations in urban environments.
Progress So Far
Public awareness of carriage horse welfare has increased significantly in recent years, with growing discussion around the suitability of horse-drawn carriage operations in modern cities.
The NSPCA continues to engage with policymakers, stakeholders and the public to advocate for legislative reform and improved welfare standards for horses.
We will continue to ensure that animal welfare remains at the heart of this important conversation.
