What is animal cruelty and neglect?

Animal cruelty is when an animal is harmed or made to suffer through a deliberate act, such as being beaten or intentionally placed in distressing situations.

Neglect is when an animal’s basic needs are not being met — for example, lack of food or water, failure to provide veterinary care, or being kept in unsuitable conditions. Neglect can be intentional or unintentional.
