Conor Dowling
Director of Advocacy & Policy
A Zoology graduate with a lifelong passion for animals, Conor joined the ISPCA in 1998 as an Animal Welfare Inspector and later became Chief Inspector, with responsibility for the management and development of the organisation’s Inspectorate team.
Over nearly three decades, he has been closely involved in animal welfare policy, enforcement and legislative development. He played a key role in securing the appointment of ISPCA Inspectors as authorised officers under the Animal Health and Welfare Act 2013 and has served on numerous advisory and working groups.
Following 28 years on the front line, Conor now brings his experience and expertise to his role as NSPCA Director of Advocacy and Policy, where he is committed to advancing animal protection through legislative reform, policy development and public advocacy.
